Merit Award Program (MAP)/Teacher Evaluation Ratification Packet for 2007-2009

Dear Colleague,
The State of Florida requires each school district to have a plan in place by October 1, 2007, to address performance pay if the district intends to participate in the performance pay process. DTU and the DCPS have made revisions to the current Merit Award Plan (MAP). The proposal is subject to ratification by teachers. The proposed plan, if ratified, would be effective for the 2007-2008 and the 2008-2009 school years. If not ratified, there will be no performance pay for teachers from the 2007-2008 through the 2008-2009 school years. The ratification ballot is enclosed. Teachers may vote to accept or reject the MAP plan.
Changes to the MAP Plan are minimal because the State guidelines limit flexibility. The plan, as per law, has the same two components as last year, the Teacher Evaluation (40%) and student learning gains (60%).
The changes in the MAP plan are an attempt to address the many concerns raised by teachers during the 2006-2007 school year. The following issues were addressed.
§ Pre-tests were established for subject areas and grade levels that do not administer the FCAT. Remember, the FCAT must be used if it is given.
§ Pre-tests will be administered during the first quarter (September-October).
§ ESE silos (groupings) and regular education silos were added.
§ To be eligible for the evaluation portion of MAP, the teacher must receive a “High Performing” in Competency A and no less than a “Satisfactory” in all the other competencies with no “Needs Improvement” ratings.
The proposed Teacher Evaluation instruments are included. Only changes to the rating system were made. The content of the instruments remains the same. There is no longer an “Outstanding” rating. The “High Performing” rating only appears in Competency A. Competencies B-I have only “Satisfactory”, “Needs Improvement”, and “Unsatisfactory” ratings.
The entire MAP proposal and the proposed evaluation instruments will be made available as follows:
§ Teachers will be emailed a copy of the MAP proposal and the evaluation instruments via their DCPS email address.
§ A copy of the plan and the evaluation instruments may be viewed on-line at the DTU website, www.dtujax.com.
§ A hard copy of both documents will be posted at the DTU office, 1601 Atlantic Blvd.
The enclosed ballot provides the opportunity to vote separately on the two issues presented since they are unrelated. You may, but do not have to accept or reject both. You may choose to accept one and reject another.
§ Teachers may “Accept” or “Reject” the MAP performance pay plan.
§ Teachers may “Accept” or “Reject” the Teacher Evaluation Instrument.
A ratification meeting is scheduled for September 20, 2007 at 4:30 p.m. at the DTU office. The proposals will be reviewed at that time.
Completed ratification ballots must be received at the DTU office by 5:00 p.m. on
September 24, 2007 via U.S. mail or in person. Ballots will be counted at 5:30 p.m. on September 24, 2007.

DTU is changing ratification procedures this year. Teachers will receive two communications regarding ratification, an email and a letter. There are two proposals for ratification. Teachers will need to vote on each issue separately. Teachers have the option to accept or reject both proposals or accept one and reject the other. The proposals are not tied to one another. There will be a voluntary meeting at 4:30 p.m. on September 20, 2007, at the DTU office to discuss the two proposals. All teachers all welcome to attend.

This email is for informational purposes. Attached you will find two files. In those files are the two separate proposals being presented to teachers for a vote. The first attached file addresses the proposed MAP performance pay plan for school years 2007-2008 and 2008-2009. The second attached file addresses the proposed changes to the Teacher Evaluation instruments for classroom teachers, Media Specialists, and Guidance Counselors.
Communication #2 will be received via U.S. Mail:
This mailing will come to your homes. The mailing will contain a ratification cover letter to explain ratification procedures and a ballot on which to vote. Teachers are to complete the ballot and return it to DTU. The ballot must be received at DTU by 5:00 p.m. on September 24, 2007.
Ratification information will also be posted on the DTU website www.dtujax.com. A hard copy of the ratification materials is available for viewing at the DTU office. You may call the DTU office at 396-4063 with any questions. We encourage all teachers to participate in the ratification process.
